INTRODUCTION

The NSCI Safety Shield assignment is an in-depth assessment aimed at achieving excellence in the Occupation Health & Safety (OHS) Management System to recognize extraordinary efforts of the organisation in achieving excellence in OHS.

After NSCI Safety Rating Scheme (NSRS), NSCI has developed another Assessment tool to recognise and reward for demonstrating excellence in Occupational Safety, Health and Environment Management System and going beyond Five Golden Stars of NSRS.

OBJECTIVE

To recognize extraordinary efforts of the organisation in achieving excellence in Occupational Health and Safety

Eligibility for applying Safety Shield

  1. Already Received Five Golden Stars of NSRS within last 3 years

OR

  1. Other organisation (not falling above in above Category A) (Mandatory to undergo NSRS and  to obtain Five Golden Stars)

 Organizations not eligible for applying Safety Shield :

 Those who have not received Five Golden Stars of NSRS within last 3 years

OR

  1. in which Fatality or major damage to property or environment has occurred in the organization within last 3 years and upto Safety Shield assessment period

OR

  1. Those who are convicted in court of law for breach of any HSE Rules and regulations or been the subject of any convictions in relation to Health And Safety breaches.

Methodology of Assessment of Safety Shield:

The NSCI Safety Shield Assignment will comprise of following four stage assessments:

i) Field Visit

The field visit would be undertaken by NSC expert team to review OHS Management System beyond the requirement of NSRS (NSCI Safety Rating System – Five Golden Star).

These marks will constitute 25% of total NSCI safety shield assessment.

ii) Feedback from top management on defined questions

The top management written feedback on defined questions developed as a part of NSCI safety shield assessment.

  • This marking scheme relates to the written answers to the questions component of safety shield scheme.
  • The weightage for the total of answers of these questions by top management in the safety shield assessment process is 25% of total Safety Shield Assessment Marks.
  • In total, maximum 100 marks are allotted for the written answers of questions.
  • Following conditions are applicable to applicants to be eligible for the getting safety shield award:
    • Applicants must score a minimum of 80% marks in total
    • A minimum of two out of four individual answers must be scored within the top mark band (20-25 marks).
    • No individual answers must be scored within the lower mark band (0-10 marks).
      – Answers to each question must not exceed 500 words per questions.
  • These marks will contribute 25% of total NSCI safety shield assessment.

iii) Presentation by top management before NSC Experts Panel constituted by DG, NSC

  • Top management should make a presentation to NSC experts Panel constituted by DG, NSC on mutual agreed date after completion of field visit (point no. i) and submission of feedback (point no. ii) above.
  • The topics of presentation and guidelines for presentation will be shared by NSC.
  • The NSC expert panel will assess the presentation and give marks out of 100.
  • These marks will contribute 20% of total NSCI safety shield assessment.iv) NSRS Assessment (Marks of Score Sheet)
  • The marks obtained during NSRS assessment will be considered as a part of NSCI safety shield assessment.
  • These marks will contribute 30% of total NSCI safety shield assessment.

2.3 NSCI SAFETY SHIELD ASSESSMENT SCHEME

The organisation performing more than 85% of Total mark as per TABLE 1 will be declared as winner of NSCI Safety Shield.

5. VALIDITY OF NSCI SAFETY SHIELD AND ITS RECERTIFICATION

The validity and application for recertification for NSCI Safety Shield would be:

Validity of NSCI Safety Shield:

  • 3 years – Factories / plants, Hotels, Malls, IT parks, ports, airports, rails, Metro rail and other commercial establishment
  • 2 years – Construction site

Apply for Recertification: The company should apply three months prior to the expiry of validity period.
