Risk Assessments - Quantitative & Qualitative

Risk Assessment is a systematic process of identifying hazards, evaluating the associated risks, and implementing appropriate control measures to eliminate or reduce risks to an acceptable level. It enables organizations to proactively prevent workplace incidents, protect employees and property, ensure statutory compliance, and improve overall operational safety.

NSC conducts both Qualitative and Quantitative Risk Assessments based on the nature and complexity of operations. Qualitative Risk Assessment prioritizes risks using a likelihood and consequence matrix, while Quantitative Risk Assessment (QRA) employs analytical models such as ALOHA and PHAST to evaluate the likelihood and consequences of major accident scenarios.

Assessment Methodology - Two Field Visits

  1. Application - the organisation submits a request for NSRS assessment.
  2. First field visit - on-site gap assessment across all 9 key elements and detailed report.
  3. Implementation window - 3 months to act on the first visit's findings.
  4. Second field visit - NSC verifies that the recommended improvements are in place.
  5. Score Card & Certificate - the Golden Stars rating is issued based on the final score.

Five Golden Stars is the ceiling of NSRS - and the entry point for Safety Shield. NSC launched Safety Shield to recognise organisations that go further through leadership that actively drives OHS and the use of AI, IoT and digitalisation to strengthen the management system.

  • Eligibility: Five Golden Stars rating in NSRS.
  • Assessed: OHS leadership plus use of AI / IoT / digitalisation in the OHSMS.
  • Threshold: score above 85% in the Safety Shield assessment.
  • Deliverables: Certificate, Shield and coverage in NSC publications.
