3. The objects for which the Council is established are:


(a) to devise, advocate, encourage and promote methods, procedures, research (including research in the design of plant & machinery, process), and public support leading to improvement in Safety, Health and Environment in both organized and unorganized sectors by adoption of measures of all kinds calculated to prevent accidents, minimize danger and mitigate consequences thereof;


(b) to organize and conduct programs, lectures, exhibitions, trade fair, seminars, workshops, conferences, posting on social media, email or any other digital media and other activities for promoting free discussions on all matters and questions relating to Safety, Health and Environment;


(c) to conduct educational campaigns with a view to arouse and maintain public opinion and interest of employers and workers and their support to national movement on Safety, Health and Environment and to encourage all persons and Organizations to adopt, institute and support all measures for improvement of Safety, Health and Environment in both organized and unorganized sectors;


  • (ca) to recognize person/s, institution/s, organizations including social organizations and accredit their work, activities, services in the field of Safety, Health and Environment and other related areas;
  • (cb) to conduct assessment of performance, systems, procedures, practices, culture, climate, employees awareness and all other things which are likely to lead to improvement in Safety, Health and Environment and give certificate, rating, award, etc.;
  • (cc) to assist organizations in their efforts towards improvement in Safety, Health and Environment by providing them various services including education and training, information, manpower, advice, consultancy, audit, educational and promotional material, etc.;
  • (cd) to establish educational institute and conduct academic, certificate, diploma courses and research in the field of Safety, Health and Environment;

(d) to collect, correlate, publish, distribute and disseminate educational and information data, reports and all other material relating to methods, and procedures on Safety, Health and Environment and to serve as a national forum for voluntary exchange of such information, experience and ideas on Safety, Health and Environment;


(e) to co-operate and collaborate with and to enlist and develop co- operation between all the persons and organizations including International and Overseas, agencies, both public and private interested in the promotion of Safety, Health and Environment; (f) to assist in the organization of state chapters, local chapters and to provide leadership, organizational guidance, and material resources, to promote Safety, Health and Environment in both organized and unorganized sectors throughout the country;


(g) to examine and suggest improvements in the Central and State laws, schemes, policies, programs calculated to prevent accidents, minimize dangers and mitigate their consequences;


(h) to organize deputations to Ministers of Central and State Governments or to any public body in relation to bills presented in Parliament/ Legislative Assemblies, Commissions, Tribunals or any Statutory or Non-Statutory Tribunals, Judicial or Non-Judicial Forum in respect of Safety, Health and Environment;


(i) to organize contests and to establish fellowships and scholarships for Research and Development, educational purposes and to award prizes for any promotional work tending to further interest in Safety, Health and Environment;


(j) to establish library(s) and to print and publish posters, calendars, diaries, newspapers, periodicals, books, leaflets, films and any other material (printed or digital) that the Council may think desirable for promotion of the aims and objects of the Council;


(k) to secure from Central and State Governments and any organization, including NGOs, Public Charitable Trusts, Private Trusts, Institutions or any other Financial Institutions/ Banks, etc. recognition and financial support for carrying out the aims and objects of the Council;


(l) to undertake advertising in the press, print media or adopt such other audio-visual means, including electronic and digital media, banners, articles, newspapers, radio channels, Government advertisement or any other publication for making aware the aims and objects of the Council;


(m) to organize public meeting or make personal appeal or written appeals for procuring contributions to the funds of the Council in the shape of donations, sponsorships or annual subscriptions, including any other authentic source of income;


(n) to provide suitable premises for meetings and carrying on the work of a complete organisation for the purpose of carrying into effect the aims and objects of the Council;


(0) to purchase, sell, convey, assign, transfer, exchange, lease, leave & license, mortgage, lien, charge, or otherwise, acquire land, building or other property, movable or immovable wherever situated in India and abroad and to erect on any such land any building, to alter or add to and maintain any building erected upon such land for the purpose of carrying out the aims and objects of the Council more effectively;


(p) to raise and borrow money on bonds, mortgages, promissory notes or other obligations on securities founded or based upon all or any of the properties and assets of the Council or without any securities and upon such terms and conditions as it may think fit and to pay out of the funds of the Council, all expenses of and incidental to the raising of money, and to repay and redeem any money borrowed;


(q) to sell, exchange, lease or otherwise dispose of all or any portion of the properties of the Council, movable or immovable, on such terms as it may think fit and proper without prejudice to the interests and activities of the Council;


(r) to draw, accept, make, endorse, discount and deposit Government of India and other promissory notes, bills of exchange, cheques or other negotiable instruments including in electronic & digital form, and any other modes of online transactions or transfers, for carrying out the aims and objects of the Council;


(s) to invest funds or money of the Council in such manner as may from time to time, be determined by it;


(t) to take any gift or property whether subject to any trust or not, for anyone or more of the aims and objects of the Council;


(u) to undertake and execute any trusts, the undertaking whereof may seem desirable or convenient either gratuitously or otherwise;


(v) to procure the Council to be registered or recognized in any part of India or any part of the world, by any organization including Regional and/ or Global Forums established in the world for carrying out the aims and objects of the Council;


(w) To make rules and regulations for the conduct of the meetings and affairs of the Council and to adopt and vary them from time to time;


(x) to regulate expenditure and to manage the accounts of the Council;
